Comprehensive Plan {https://www.snohomishcountywa.gov/2139/Comprehensive-Plan} changes are voted on once per year by the Snohomish County Council, with recommendations given by the Planning Commission, Public comments, and the Department of Planning and Development Services (PDS).The Comprehensive Plan serves as the document that guides County decisions and services on a wide range of topics, including: land use, transportation, parks, housing, capital facilities and the natural environment. The Comprehensive Plan consists of five components:The General Policy Plan consists of goals, objectives and policies that serve as a guide to the county’s growth and development.The Future Land Use Map (PDF) expresses graphically the 20-year vision of the preferred land use pattern. It identifies the urban growth areas around cities and towns, as well as urban, rural, and resource lands. The map is implemented through numerous zoning classifications and development regulations.The Transportation Element presents a plan for transportation facilities and services to support the needs of the projected populations.The Capital Facilities Plan (PDF) contains an inventory of the county’s public facilities and utilities, establishes level of service standards necessary to support development, and prioritizes facilities needed to support the needs of the projected populations.The Park and Recreation Element presents a plan for park and recreation facilities and services to support the needs of the projected populations.Outside of the periodic update cycle, less extensive revisions are allowed through the docketing process and County-initiated amendment proposals. Washington State’s Growth Management Act requires that cities and counties update their Comprehensive Plans on a periodic schedule. The next update of the county’s Comprehensive Plan is due in December of 2024. The 2024 Update will plan for the next 20 years of population and employment growth through the year 2044.
Future Land Use or comprehensive plan designations are based upon the original thirteen sub-area plans dating from the mid 1960's and supplemented with revisions from The Planning Commission, The County Council, The County Executive, Planning and Development Services, Public Works, and Parks Departments. In addition, private citizens and interest groups of Snohomish County have provided input and offered changes thru the GMA public docketing process. Scale(s) of source data: Apart from the original sub-area plans which range in scale from 1:12000 to 1:80000, a wide variety of source materials was incorporated at the data compilation including but not limited to such sources as USGS 1:24000 topographic quadrangles, 1:12000 current and historical aerial photography, Snohomish County Assessors maps at 1:2400 and 1:4800, and other miscellaneous maps and data sets.
The compilation of this data set is based upon the Integrated Land Records (ILR) parcelization, in addition to a variety of other geographical sources. This is the best available data currently available. Please consult the appropriate assessor parcel map for discrepancies and/or updated information with respect to cadastral lines.
The oldest original sub-area plan dates back to 1965. Many of the sub-area plans were adopted in the 1970's and 1980's and were subject to revision until 1995 when the first version of the GMA Future Land Use Map was submitted to the Washington State Growth Management Hearings Board. This latest version reflects a history of Staff Development, Council Direction, Executive Review, Consultant's FEIS, and Public Participation. Development Methodology: All FLU and related polygons were digitized (heads up) from source data using whatever appropriate back coverages where available. Arcs were either drawn from, or snapped to the primary Integrated Land Records or an applicable derivative. Variations in line congruity may continue to exist due to the ongoing revision of both the ILR and other data sets including County amended DNR hydrography, PDS Zoning, street centerline file, city boundaries, FEMA Flood Data, Digital Orthophotography, etc.
