Snohomish County has Interlocal Agreements (ILAs) with municipalities, and the Washington State Dept. of Transportation (WSDOT) to mitigate traffic impacts from new development activities. These ILAs are developed to facilitate reciprocal traffic mitigation efforts between these government entities.<\/SPAN><\/P>

The county, through Snohomish County Code (SCC) chapter 30.66B, imposes various mitigation requirements on new developments for their impacts on the road system. These requirements include proportionate share mitigation for impacts on the capacity of the road system. The term \"proportionate share\" is a broad term which includes SEPA-based voluntary payments and GMA-based impact fees.<\/SPAN><\/P>
