Service Description: <div><b>Future Land Use: </b>the FLU displays planned land uses and densities, urban growth area boundaries, and urban, rural, commercial agricultural and timber lands adequate for the expected population and employment growth for the next 20-year planning period. Zoning and development regulations implement these designations. </div><div><br /></div><div><b>Future Land Use Transfer of Development Rights: </b>this layer displays the Transfer of Development Rights (TDR) sending areas. The TDR program was established to provide a voluntary and incentive-based process, based on free market principles, to conserve natural resource and open space lands for the use and enjoyment of future generations by allowing the transfer of development rights from lands with significant conservation values to lands considered more appropriate for development per SCC 30.35A. </div><div><br /></div><div><b>Rural Urban Transition Area Overlay: </b>includes the Rural Urban Transition Area where special bulk regulations and open space requirements are in place per SCC 30.41C.140.</div>
