GIS analyses were used to produce a raster layer representing relative wildfire risk throughout Snohomish County (hereafter referred to as a ‘risk index’). The risk index required assigning a common rating scale to seven factors following a point-rating convention based on a hybrid of the National Park System Wildfire Risk Assessment Form (2023) and the National Fire Protection Association Standard 1144 (2018, Annex A). Point ratings for factors influencing wildfire risk were adopted directly from these assessments for all rating factors not directly pertaining to structures. Factors included in the risk index include fuel type and abundance (also referred to as fuel load), slope, aspect, proximity to reliable water, proximity to overhead powerlines, and available ingress/egress routes. These factors were weighted by relative importance in the creation of the risk index. For each factor, a raster at 30 meter resolution was created and reclassified to reflect the point score. Associated point values for each factor were summed for each cell and resulted in a risk index. |
